>> hul comblge implications, te are on strike, after failing to reach a deal on reform pushed by mayor rahm emanuel. 29,000 teachers off the job. nearly 400,000 students in limbo. their parents scrambling to find day care, among other things. alex perez is on the picture lines in the city right now. good morning to you, alex. >> reporter: good morning, josh. many teachers already on the picture lines here. this is a major collision between mayor rahm emanuel who is obama's former chief of staff and what happens here to impact education reform across the country. now, the city has enacted an emergency contingency plan. 144 schools are open for students, five hours today. that's solidarity here for the protesters, the strikers. but 144 schools are open for about five hours today. they will be provides breakfast and lunch to these students, but other than that, parents are

pretty much on their own. so all eyes, as far as labor movement, on this strike right now, the last time there was a teachers' strike here in chicago was 1987. 25 years ago. that strike lasted 19 days. most here are hoping this strike will not last that long. josh? >> we'll have updates all morning long. thank you for that. meanwhile, a tragedy as president obama was campaigning in florida. a police officer on a motorcycle escorting the president's motorcade in west palm beach was hit by a pickup truck and killed. the president did not witness the accident. dramatic rescue off the coast of california. father and son had to have a dramatic rescue. after the plane began to sink and overturn. thankfully, the emergency beacon was working. the coast guard was on the scene and hoisted the men to safety. they were not hurt. the plane is now on the ocean

bottom. and it was the largest government bailout stemming from the financial crisis and now the taxpayers are getting more of their money back. the u.s. treasury selling at least $18 billion in shares of the massive insurance company aig. that means the government will no longer be the majority stakeholder and may even turn a profit on the sale. and thousands of people along the east coast are without power. parts of new york city are busy cleaning up this morning after two extraordinarily rare tornados. abc's meteorologist ginger zee is here to show us exactly what happened. >> that's a severe weather report from oklahoma to maine, including the two big apple tornadoes. from the distance, you can see the tornado ripping along the coast of new york city, sending debris, even rooftops flying. the first of two urban twisters. the storm hit the new york metro area saturday. its 70-mile-per-hour winds

tearing right through this club. >> it just threw everything around like matches like they were paper. >> reporter: the second tornado passed in even stronger wards with winds up to 100 miles per hour. slamming in less than ten minutes later. >> there was a super wind. only way to describe it. like it was sucking you up. >> reporter: bypassers catch these moments. 20,000 tennis fans evacuated as the storms moved near the tennis tournament. here's the great news, josh, we have much more pleasant and less stormy weather behind. meanwhile, nfl news, finally, week one. by the way, peyton manning back, after missing all of last season undergoing four different neck surgeries. he proved why he is a four-time mvp. two touchdowns in his debut with the denner broncos as they rolled the steelers at home.

you add a5 trillion in new tax cuts, $2 trillion in new defense spending and somehow, you're going to close the deficit without raising tax on the middle class family. they did not take their arithmetic course. >> reporter: george asked paul ryan about that math. >> the best way do that is show the framework, the outline and work with congress. that's how you get things done. >> isn't that a secret plan? >> no, no, what we don't want is a secret plan. >> why not say right now -- >> because we want to have this -- george, because we want to have this debate in the public. >> reporter: and mrs. romney fighting back against the notion the romneys don't know what it's like to struggle. >> it's been a teacher. it's been a kind of cruel teacher. for people to think we don't have empathy because we're not suffering like their suffering is ridiculous. on that answer about health care, we pushed the campaigign overnit and they tell us

there's a distinction here. president obama's health care requires insurance companies to cover people with preexisting conditions. at the them mitt romney would put it on the state to buy health insurance. that's a key thing that will be debated in the few weeks to go. >> thanks very. george, to a major health head line just before tomorrow's september 11th anniversary. for the first time, the government is expected to compensate rescue workers and people living near ground zero who may have gotten cancer as a result of that toxic rubble. >> amy, good morning. this has been an 11-year fight with the resolution now expected just in time for tomorrow's anniversary. >> reporter: when the towers fell, thousands of first responders, police, fire, emts and volunteers rushed to the scene, many working there for months. in the years that followed, many of them, as well as many of the people who live near the site, argue that the toxins from

ground zero gave them cancer. >> they knew the air wasn't safe, notwithstanding what the epa was saying. but it didn't matter. >> reporter: as they pushed back on paying the medical bills, arguing there was no proof now, though, a turnabout, faced with new evidence that 50 cancers will be suffered by a $2.77 billion fund set up by compensation. >> the first responders there for us, we're now going to be there for them. we're going to compensate them. we're going to help provide treatment. >> this gets tricky, though. this is not a magic bullet. the ruling means many new people will come forward, but the size of the fund is not increasing. it could get implicated. >> thanks very much. now, to florida when one neighbor got a surprise when a pet monkey ran away from his

home and dodged authorities for hours. attacking at least one person before he was caught. john schiffren joins us from stanford with the details. >> reporter: good morning, the owner said his monkey became so strong, he actually had to install a second layer of chain-link fences behind the cage. behind this home. yesterday, this sunday, the monkey was able to escape again. police chased behind him and for more than four hours, terrorizing this florida neighborhoods. the first reports came into police around 2:00 p.m. sunday afternoon-this sanford, florida, neighborhood in chaos. a 4-year-old pig tail macat was on the loose. >> he nicked my arm. >> reporter: neighbors say the monkey jumped on cars, perched on rooftops and satellite

dishes. >> it lunged at my leg. i kicked it. it did back off. >> reporter: the monkey named zee is a pet. his owner said the annual got free of its backyard cage. >> he ripped this chain back this way. pushed that chain up. and ripped the stanchion s off the railing. >> reporter: as the animal descended, police chased. it comes on the heels of a similar incident in las vegas. >> another chimpanzee escape. >> reporter: when two pet chimps escaped from enclosures. >> they are wandering down the street. they are dangerous. bring shotguns. they are wild animals. >> reporter: that chase ended badly with authorities killing one of the chimps. fortunately for zeke and the rest of florida, he's now safely

back in captivity. last month, his owner was cited by the state wildlife commission, now he says he'll have to take zeke to an animal rescue. and now to that strange mystery virus grabbing headlines. the hantavirus in a new place. the texas community featured on "hoarders." >> reporter: if you've ever watched one of those reality shows about hoarding and thought there could be a deadly disease lurking under all that junk. >> move at your own risk. >> reporter: well, you might be right. at least in this house in the pricey-planned community of the woodlands north of houston. a woman cleaning the home for a future episode of tlc's "hoarding: buried alive" caught the hanta disease. >> hanta is spread, it goes into

the air. it goes into the air, it's breathed in and it affects the lungs. >> reporter: the virus is fatal up to half the time. the woman is recovering, but this morning, a deputy sits outside the house to make sure everyone stays a safe distance away. as many as 30 people between cleanup and film crews were in the home the last couple of weeks. >> that house is made to course for that type of thing. not any cleaning it getting done. >> reporter: this owner died from the same virus after staying in infested cabins. tens of thousands of other tourists were warn to watch for symptoms. the producers of "hoarding" refused to comment on the latest case, but hopes that the home they feeatured made it, not not how they planned. and we turn to will and kate on the road. after a romantic weekend in

trespassing. after brand dishing a pair of scissors claiming to be her husband. all after jumping a fence. caught on tape. police respond to a 911 call of a prowler at the hollywood home of miley cyrus. a man claiming he was a friend of the 19-year-old singer was reportedly lighting candles and throwing himself against the outside wall of the gated property. >> we attempted to make contact with him. have him step out. he didn't respond to our commands at first. >> reporter: after finally emerging from the bushes, he gave himself up. >> keep your hands on the wall. keep your hands on the wall. >> reporter: the man said he was 40-year-old jason luis rivera, an identity the police have yet to confirm. reportedly a transient. he not only told the police that he and the police were longtime friends but also married.
